By integrating different data sources and connecting all relevant stakeholders into a single information environment, eADR enables more efficient coordination of competent institutions, greater transparency of the process, and better decision-making.

Transport of dangerous goods is a sector which, by its very nature, requires a high level of safety, reliability and oversight.

Through process digitalisation, data integration and an effective monitoring system, e ADR establishes a new standard for managing the transport of dangerous goods across the entire Republic of Croatia – safer, faster and more transparent for all participants.

Strategic framework

The project “Monitoring of Transport of Dangerous Goods by Road e ADR” is implemented under the National Recovery and Resilience Plan and is aligned with European legislation.

Transport of dangerous goods in road traffic is one of the highest risk segments of the transport system of the Republic of Croatia. Flammable, explosive and toxic substances are transported by road on a daily basis, necessitating strict control, clearly defined procedures and the constant readiness of supervisory authorities.

The safety of dangerous goods transport is based on prevention - avoiding accidents through timely risk identification, vehicle tracking, and proper training of drivers and safety advisers. A systematic approach to risk management is crucial for protecting people, property, and the environment.

In the existing monitoring system, participants face significant administrative burdens – a large number of paper forms, inconsistent information exchange between institutions, and lengthy approval procedures. This way of working limits the effectiveness of supervision and increases the likelihood of errors.

The e ADR project initiates the digital transformation of processes in the dangerous goods transport sector. By establishing a centralised, secure, and interoperable system, it enables automated data exchange, real time vehicle monitoring, and digital management of documentation, as well as more efficient connectivity and information sharing among all involved stakeholders. The introduction of the e ADR system establishes the conditions for safer, more efficient, and more transparent transport of dangerous goods, benefiting the economy, public administration, and citizens.

The Ministry of the Sea, Transport and Infrastructure is the central governmental body responsible for the development, management and improvement of the transport system of the Republic of Croatia. Through its activities, the Ministry shapes transport policies, ensures the implementation of national and EU legislation, and promotes the development of a safe, sustainable and efficient transport system.

In partnership with AKD, the Ministry is implementing the strategic project “C1.4. R1-I5 Monitoring the Transport of Dangerous Goods in Road Transport — e ADR”, financed by the European Union under the National Recovery and Resilience Plan. Within the e ADR project, the Ministry acts as the project owner, responsible for strategic guidance and alignment with the regulatory frameworks of the Republic of Croatia and the European Union.
